Checks whether an IP address is in the lists of known VPN provider networks and datacenter (hosting) networks bundled with the site (from the X4BNet/lists_vpn project); no outside service is queried and the address itself is never contacted. ip is a public IPv4 or IPv6 address; a URL or host:port whose host is an IP address is reduced to that address. Only that one address is checked: a range suffix such as /24 and a user name before @ are ignored, so a range such as 8.8.8.0/24 gets the result for 8.8.8.0 alone. Hostnames aren't resolved and are rejected, as are private, loopback, link-local, shared (CGNAT), reserved and IPv4-mapped IPv6 addresses. Returns ip (the address checked, IPv6 in its shortest form), kind (ipv4 or ipv6), isVpn (whether it's in a VPN provider's range), isDatacenter (whether it's in a datacenter's range) and listsUpdatedAt (when the bundled lists were last updated, as an ISO 8601 time, or null when unknown). False only means the address is in none of the listed ranges, not that it's a home or mobile connection. Fails when the lists can't be loaded.
