Checks whether an IP address is currently a Tor exit node, that is, whether traffic from the Tor network leaves through it, with the Tor Project's TorDNSEL exit list service (dnsel.torproject.org), queried over DNS through Google Public DNS; the address itself is never contacted. ip is a public IPv4 address; a URL whose host is an IP address is reduced to that address. IPv6 addresses are not supported, and private or reserved addresses are rejected. Returns ip (the address checked) and isTorExit (whether the Tor Project lists it as an exit node now). The list follows the Tor network as it changes, so an address that was an exit node earlier can be false now. False also holds for Tor relays that only pass traffic on inside the network (guard and middle relays), since their address never shows up as the source of Tor traffic. Fails when the exit list service doesn't answer in time.
